Accessibility is a key word in website design. Web pages are assembled with a view to making content accessible to and usable by as many users as possible - ideally everyone.
Including the technologically challenged (people with old hardware and operating systems, inadequate graphics resolution, slow connections).
Accessibility can be assessed to a world standard. On a technical level, you need only comply with WCAG guidelines Web Content Accessibility Guidelines:

For the realization of this Web site, were used standard HTML 4.01 and CSS version 2.1
So that a maximum range of different users can view our web pages, we tested the most diverse browsers (Internet Explorer 7 and later; Mozilla Firefox 2 and later; Opera 7 and later; Google Chrome 5 and later; Safari 5 and later;). The pages are designed to be viewed on screen resolution of 1024x768 pixels or higher.
